Background of the Study
Entrepreneurship plays a crucial role in economic development, particularly in emerging economies like Nigeria. In response to the challenges faced by small businesses, the Nigerian government has implemented various entrepreneurship programs aimed at fostering economic growth, job creation, and poverty reduction. These programs are designed to provide financial support, skills training, and mentorship to small business owners, especially in underserved regions such as Gombe State. The Nigerian government’s entrepreneurship initiatives include schemes like the National Youth Entrepreneurship Development Program (NYEDP) and the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN), which target the development of small businesses across different sectors.

While these programs have been praised for their potential to stimulate economic growth, the actual effectiveness of these initiatives in supporting small business owners in Gombe State remains unclear. Small business owners often face barriers in accessing the full benefits of government programs, such as lack of awareness, bureaucratic inefficiencies, and limited access to finance (Ibrahim & Okoye, 2023). This study aims to assess the effectiveness of these government entrepreneurship programs in Gombe State, evaluate the challenges small business owners face in benefiting from these initiatives, and provide recommendations for improving their impact.

Statement of the Problem
Despite the numerous government programs aimed at supporting small businesses, many entrepreneurs in Gombe State report limited benefits from these initiatives. There is a growing concern about the accessibility and impact of these programs, with many business owners questioning the effectiveness of government support in fostering real growth. This study will explore the challenges faced by small business owners in accessing and benefiting from government entrepreneurship programs and evaluate the overall impact of these programs on their business performance.

Objectives of the Study

  1. To assess the effectiveness of government entrepreneurship programs in supporting small business owners in Gombe State.
  2. To identify the challenges small business owners face in accessing and benefiting from government entrepreneurship programs.
  3. To recommend strategies for improving the implementation and impact of government entrepreneurship programs in Gombe State.

Research Questions

  1. How effective are government entrepreneurship programs in supporting small business owners in Gombe State?
  2. What challenges do small business owners in Gombe State face in accessing government entrepreneurship programs?
  3. What strategies can improve the effectiveness of government entrepreneurship programs for small business owners in Gombe State?

Research Hypotheses

  1. H0: Government entrepreneurship programs do not significantly enhance the performance of small business owners in Gombe State.
  2. H0: Small business owners in Gombe State do not face significant challenges in accessing government entrepreneurship programs.
  3. H0: The lack of financial literacy does not significantly hinder small business owners' participation in government entrepreneurship programs.

Scope and Limitations of the Study
The study will focus on small business owners in Gombe State who have interacted with government entrepreneurship programs. Limitations include the potential bias in self-reported data and the challenge of measuring the long-term impact of these programs.

Definitions of Terms

  1. Entrepreneurship Programs: Government-sponsored initiatives aimed at providing financial support, training, and other resources to encourage the establishment and growth of small businesses.
  2. Small Business Owners: Individuals who operate small-scale enterprises, often with limited capital and employees, typically in local or regional markets.
  3. Government Support: The assistance provided by the government to encourage the establishment and growth of businesses, which may include funding, training, and policy initiatives.
